If you're looking for a new car on a tight budget, you have fewer options than ever and sadly this new Hyundai Casper Electric (aka the Hyundai Inster) isn't among them. For America at least. That's a shame, because this is no "compliance car" and that's what makes it special. Yes it's based on a gasoline Casper, yes the range is well, well below the 300 miles Americans claim they crave, but on the other hand, it starts under $21,000 in Korea. Could it ever be that cheap in the USA? Probably not
